Winter's Chill
Rank 5/5
Gives your Frost damage spells a 100% chance to apply the Winter's Chill effect, which increases the chance your Ice Lance and Frostbolt spells will critically hit the target by 2% for 15 sec. Stacks up to 5 times.
Averages, counting crits and misses, for a level 60 Mage with a typical weapon and no other gear or buffs, against a target your level. Worked out from the game's own data, the same way as the Foresight addon.
